You'll need 6 oz for the short dress, and 9 oz for the long, and a crochet hook size U.S. E/4 (3.50 mm). Fits infants sizes 3 mo, 6 mo, and 1 yr—Intermediate crochet. 

Stitch Requirements: Chain, single crochet, double crochet, half double crochet, treble crochet, decrease, increase, repeat, slip stitch, through the back loop.
